MSF Response to displacement in open settings

The evaluation reviewed the MSF experience in needs assessment and response by looking into 6 country case studies, including Cameroun, DRC, Djibouti, Iraq, South Africa and Pakistan. Operational challenges in open settings are described, and existing assessment tools, their use and appropriateness reviewed. Emerging issues include concerns on the use of quantitative surveys and mortality as a prime indicator in open settings, the engagement with the exisiting health system and the appropriateness of the classical "Emergency relief model". Good practice examples in intervention are described and ideas for new intervention frameworks proposed. A series of recommendations are made for improved assessment and response in open settings.
